振兴乡村教育是助力乡村振兴和县域义务教育优质均衡发展的现实选择。县级政府推进乡村教育振兴既是应尽之责,也是发挥自身优势、引领乡村教育改革发展的客观之需。但是县级政府主导的乡村教育振兴不可避免地出现偏好“以点代面”、遭遇“水土不服”,以及统筹布局同质化的窘况。为了减少县级政府推进乡村教育振兴中伴随的非预期后果,应加强教育督导,谨防“以点带面”化身“以点代面”;加快形成县域教育治理格局,激发乡村教育活力;注重守正创新,发掘乡村教育优势,促进乡村教育振兴实践趋向创新性、灵活性和包容性。 |

Revitalizing rural education is a realistic choice to support rural revitalization and ensure balanced and highquality development of compulsory education in county areas. County governments play a crucial role in promoting rural education revitalization, not only as part of their responsibilities but also as a necessary need to leverage their strengths for leading reforms and development in rural education. However, county-led revitalization initiatives often face such issues as the tendency to “emphasize select examples over widespread adoption”, misalignment with local conditions, and homogeneous planning. In order to mitigate the unintended consequences brought by the county government’s promotion of rural education revitalization, it is necessary to strengthen educational supervision to prevent using “select examples” to promote education revitalization from using only these examples to replace widespread implementation of the policy, to foster a county-level governance structure to invigorate rural education, and to emphasize both stability and innovation to capitalize on the strengths of rural education, and promote practices of rural education revitalization that are innovative, flexible, and inclusive. |
