      基金会对美国基础教育改革的作用表现为两个方面：引导和传播。具体途径为：建构组织域，促进教育改革在不同学区间的传播；参与政策制定，增强对教育改革的影响力。在此基础上，文章提出了美国基金会运作模式对我国的启示：主动拓展对基础教育改革参与的广度与深度；改善项目运作，强化目标管理，提升基金会捐赠在基础教育改革实践中的使用效益；发挥基金会在联结教育组织中的作用，促进基础教育改革的传播。

      The foundation’s role in the reform of American basic education is mainly manifested in two aspects: instruction and dissemination, whose specific way is: constructing an organizational domain, promoting the spread of education reform in different academic areas; participating in policy formulation, and enhancing its influence on education reform. On this basis, this paper proposes the enlightenment of the American foundation operation to China in the following aspects: 1.proactively expand the breadth and depth of participation in basic education reform; 2. improve project operations, strengthen target management, and enhance the use of foundation donations in the practice of basic education reform; 3. give full play to the foundations’ role in connecting educational organizations and promote the basic education reform.
