Since the concept of Students develop core competence came into being, both the fans and the doubters have been fighting.In a word, the questioning of “being”, the questioning of “meaning” and the questioning of “method” express the realistic experience of the key competence. The feasibility of implementing core competence should be considered as a dual attribute of policy and theory. As a policy, it should conform to the country’s polity and development practice, while as a theory, it should be clear, scientific, contemporary and culturally adaptive.
