      在缺乏目的语语言环境下的外语学习,尤其像在中国这样的汉语环境下的英语学习,先进行音标学习,对英语学习是至关重要的。因此,作者以中介语理论、语言迁移理论为理论依据,以汉语语音系统在英语教学中的正迁移为出发点,以我国小学生汉语拼音学习良好基础为优势,并且加上大量教学实践为基础,阐述了在小学英语教学中开展以国际音标教学为主导的可行性、音标教学内容以及基本的教学方法,旨在为尽快改变我国“费时低效”的基础英语教学的落后状态,找出一种具有中国特色的小学英语“少时高效”的教学模式提供实证性依据。

      As to the current English teaching in primary schools in China, “much work with low efficiency”in teaching dominates or no practical English learning is conducted at primary schools except a simple speaking and listening practice, while during junior high school English learning, the same content taught at primary schools is so regularly repeated that many students go to extremes, some getting better and better in English learning while others getting worse and worse due to their failure in mastering the basic ways to memorize English words and confusion about basic English tenses. As a matter of fact it is of great essence to start learning English by teaching English phonetics under a non-English language environment, in particular, the English learning conducted under the Chinese environment. Thus, the paper argues about the accessibility of primary English teaching in China focusing on English phonetics and the basic ways to the English phonetics teaching based on the interlanguage theory and the language transfer theory from the positive transfer of the Chinese Pinyin system with the advantages of good foundation of the Chinese Pinyin of primary school pupils and plenty of successful teaching practice of the author in order to radically change as soon as possible the backward situation of “much work with low efficiency”in the elementary and secondary English education in China and provide practical evidences for a new teaching mode of “little work with high efficiency”in primary school English teaching with Chinese characteristics.
