The paper takes Shanghai for example, from the Nation and Shanghai local government level to analyze policy of education for foreign non-immigrant children, include policy implementation, policy values, policy issues such as the nature of text in order to identify problems and find improvement.. The study found out that: the state of all decisions and measures, opinions, guidelines and instructions, meeting content relevant of foreign students’ education, provide the corresponding policy recommendations in order to solve the problems. Since 1980s Shanghai has introduced and implemented foreign children’s education policies and regulations based on the Shanghai international metropolis construction and basic education to support the macro background, the demand of foreign children education is an important part of opening work.
