      实现有效的乡村治理是新时代乡村振兴战略的重要组成部分，更是推进国家治理体系和治理能力现代化的题中应有之义。现代社会组织在强基层治理和促乡村善治过程中，具有公共服务提供者、公共政策倡导者、社会价值捍卫者、社会资本建设者等多重身份，对构建共建共治共享的社会治理格局具有独特的价值和功能。从现实来看，社会组织参与乡村治理面临双重挑战：一是受制于角色定位、制度供给、可利用资源和自身行动力等因素，社会组织发挥作用还不够充分；二是社会组织运行规范性、行为自律性和合作化水平较低，违法违规现象时有发生。因此，健全党委领导与政府负责机制，引导社会组织进入乡村治理领域；明晰社会组织参与乡村治理的领域、手段和方式方法，推动社会组织融入乡村；健全社会组织与乡村共建共治共享机制，打造乡村善治共同体，对推进乡村治理体系和治理能力现代化具有重要意义。

      Realizing effective rural governance is an important part of the strategy of rural revitalization in the new era. It is also the proper meaning in promoting the modernization of national governance system and governance ability. In the process of strengthening grass-roots governance and promoting rural good governance, modern social organizations have many identities, such as public service providers, public policy advocators, social value defenders, social capital builders and so on. It has unique value and function to construct the social governance pattern of co-construction, co-governance and sharing. From the reality point of view, the participation of social organizations in rural governance faces dual challenges: first, subject to the role orientation, system supply, available resources and their own action, the role of social organizations is not sufficient; second, social organizations have a low level of operational normative, behavioral self-discipline and cooperation, and violations of laws and regulations occur from time to time. Therefore, it is of great significance to improve the mechanism of Party committee leadership and government responsibility, guide social organizations to the field of rural governance, clarify the fields, means and methods of social organizations participating in rural governance, improve the social organization and the rural co-construction, co-governance and sharing mechanism, create a community of good rural governance, and promote the integration of social organizations.
