      人工智能经过半个多世纪的发展，取得了丰硕的成果，人工智能在社会发展中发挥着越来越重要的作用，但是人工智能作为新兴技术也存在着潜在的道德风险。人工智能可能引发信息安全风险、产品安全风险，人工智能的发展引发新的伦理问题，可能影响社会的稳定和社会公平。规范与约束人工智能，应该从伦理规约、制度建设、文化培育等维度着手，多管齐下，才能发挥人工智能的积极作用。

      After more than half a century of development, artificial intelligence has achieved fruitful results. Artificial intelligence is playing an increasingly important role in social development, but AI is also a potential moral hazard as a new technology. Artificial intelligence may lead to information security risk and product risk. Furthermore, the development of artificial intelligence may bring about new ethical problems, affect social stability, social justice, development of norms and constraints of artificial intelligence. It is necessary to regulate and control artificial intelligence through the code of ethics, system construction, and culture dimension. Only in this way the positive role of artificial intelligence can be fully played.
