      “人民当家做主”是民主的目的、机制和标志，是人民主体意识的最集中体现，是社会主义的本质和核心。新时代的社会主要矛盾提出了与尊严相连的民主等要求。在人与物之间的关系中引出的是生命尊严，在人与人之间的关系中引出的是人格尊严。人民当家做主不仅具有体现为尊严的内在价值，而且具有体现为政治激励机制的手段价值。在深化改革中，民主政治建设内含有：其一，要正确理解“人民当家做主”与“坚持党的领导”“依法治国”之间的辩证关系。人民当家做主属于价值理性，党的领导和依法治国属于工具理性。作为价值理性目的的实现离不开工具理性的运作，但必须注意工具理性的异化。其二，落实“权为民所用”的动力机制。实现为民所赋的权力为民所用，必须有由政治和法律形成人民授予权力的机制。在政治和法律方面要完善和提升权为民所用的动力。

英文摘要:

      People as masters of the country are the aim, mechanism and symbol of democracy, the centralized reflection of the subject consciousness of the people, and the essence and core of socialism. The social principal contradiction in new era advocates the demands of democracy which are related to dignity. The relationships between man and nature generate life dignity, and the interpersonal relations produce human dignity. People as masters of the country not only reflect internal value of dignity, but also means value of political incentive mechanism. In the process of deepening reform, democratic political construction includes: firstly, the dialectical relationship between “people as masters of the country” and “adherence to the leadership of the CPC”, “ruling the country by law” should be correctly understood. People as masters of the country is of value rationality, and adherence to the leadership of the CPC and ruling the country by law are of instrumental rationality. The realization of value rationality is conducted without the performance of instrumental rationality, and the alienation of instrumental rationality should be paid attention to. Secondly, the dynamic mechanism of “the power used for the people” should be implemented. To realize the purpose of “the power used for the people” should establish the mechanism which is granted right and power by people based on law. The dynamic of “the power used for the people” should be perfected and promoted in terms of politics and law.
