      劳动政策是社会安全的必要保证，是形成公正合理的社会阶层结构的调节器，对于一个国家的经济社会发展全局具有至关重要的影响，从政策制度层面注重社会劳动关系的有效协调，成为国家治理体系和治理能力现代化的核心议题之一。劳动政策的伦理分析是对劳动政策内涵及其本质的社会价值合乎道德性的认识和把握。其中，促进劳动就业，对劳动者基本权益保护的固化，保障劳动者的休息权利等是劳动政策伦理包含的核心价值。劳动政策伦理建构的实践路径主要包括：从顶层设计层面把握劳动政策伦理内涵；切实尊重原创性劳动创造社会财富的基本价值理念；促进劳动就业与社会保障实现社会均衡发展；以政策法规推进劳动教育在建构人的全面发展中起基础性作用；树立劳动关系建构的国际化视野等。

英文摘要:

      Labor policy is a necessary guarantee of social security and a regulator of the fair social stratum structure. It has a crucial impact on the overall economic and social development of a country. From the policy and institutional level, it pays attention to the effective coordination of social labor relations which becomes one of the core issues of governance system and governance capacity modernization. The ethical analysis of labor policy is the moral understanding and grasp of the social value of labor policy and its connotation. The core value of labor policy ethics is to promote labor employment as the basis of people’s livelihood, attach importance to the solidification of the protection of workers’ basic rights and interests by public policies, and protect workers’ rest rights. The practical path of labor policy ethics mainly includes: the first is to grasp the connotation of labor ethics from the top design level of labor policy; the second is to truly respect the basic value concept of original labor to create social wealth; the third is to promote labor employment and social security to achieve social equilibrium development; the fourth is to promote the basic role of labor education in building people’s all-round development through policies; the fifth is to establish an international perspective on the construction of labor relations, and so on.
