      就本质而言，现代大学制度是指在大学办学实践中形成，承载着大学精神和一定文化特征并得到广泛共识的那些支撑与维系现代大学运行、确保大学本质功能实现的基本规则或规范，是一个由宏观层面的大学制度和微观层面的大学制度构成的制度系统。建设现代大学制度，实现大学治理体系与治理能力的现代化，要在正确把握其本质内涵、结构特征的基础上将宏观与微观层面的大学制度建设一并进行。一要弘扬现代大学精神，完善大学法律法规；二要恪守大学基本职能，制定完善大学章程；三要固守大学组织特性，健全大学的基本制度；四要坚持大学民族特色，实现大学制度的创新。

英文摘要:

      The Regulation System of Modern Universities, in terms of nature, refers to the essential rules or regulations have been formed gradually, which have a broad consensus, support and sustain modern university running and ensure of its essence functions, and which includes the national macro and internal administrative regulation systems of universities. We should fully understand and grasp firstly the essential connotation，structure and functions of the Regulation System of Modern Universities and construct its macro as well as internal administrative regulation systems of universities altogether in order to construction of the Regulation System of Modern Universities and achievements of the modernization of university governance system and management abilities. We should firstly adhere to the spirit of universities, to make or improve the laws and regulations for universities; secondly, we must abide by the basic functions of universities, to formulate or perfect the articles of Charter or Statutes of Universities; thirdly we must stick to the university organizational characteristics, to establish and perfect the basic regulations of universities; fourthly, we need to adhere to the national characteristics of our universities, to achieve the institutional regulations innovation.
