      《为吏治官及黔首》中关于人口管理与控制的内容可以分为三类：一是强调为官者要详细了解民力资源，熟悉其构成特点，才能更合理地利用他们；二是提出征发徭役要慎重，依法行事，不可随意兴徭，从而影响社会生产和社会稳定；三是提出利用户籍制度严格控制人口资源的流动，对逃亡人口以及影响社会稳定的“群盗”进行打击。这三类内容都不同程度地得到了睡虎地秦简、里耶秦简以及传世文献的印证。

英文摘要:

      The contents related to the population management and control in Yuelu Qin bamboo slips The Way of Governing the Officials and the Common People can be classified into three categories: firstly, the officials should have a good understanding of the human resources and its composition to make reasonable use of the resources; secondly, the corvee should be levied with caution, and must be carried out under the rule of law, otherwise, it will damage the social production and stability; thirdly, the household registration system is regarded as an effective way to control the migration of population, and is helpful to crack down fugitive criminals. The above contents can also be confirmed in different extent in the Shuihudi Qin bamboo slips, Liye Qin bamboo slips, and some classical literature.
