      The legalization of social management innovation is the new theme in our times. The promotion of social management innovation should be based on legalization, and the social management innovation requires the transformation of ideas. The ideas of people-oriented, service first, multiple participation and common governance should be established. The social management innovation pattern of Party committee leadership, government responsibility, social cooperation and public participation must be improved and perfected. The paper advocates that social management innovation needs perfecting legislation, the community-level governance is the focal and difficult point of social management, and the autonomy management innovation of the community-level governance needs the guarantee of legalization.
