      吏治是理解中国历代王朝更替和社会兴衰的重要视角，在当代就表现为一套严整的干部管理制度。对于吏治的评价主要集中在对官员廉政情况和社会发展的影响上。除此之外，吏治还具有社会道德的引领功能。吏治之所以具有这个功能，就在于官吏是社会道德体系的核心，官职的稀缺性则强化了吏治的道德示范作用，而先锋队政党的性质使得干部制度成为引领社会道德发展的重要手段。吏治引领社会道德主要是通过提升官员道德来实现的，以“官德”引领“民德”。这种引领作用的效果有赖于官员道德的制度化程度。

      Supervision of officials is an important perspective to understand the rise and fall of the dynasties and the social changes, and it is equal to a set of strict cadres’ management system in the contemporary era. The evaluation of supervision of officials mainly focuses on clean government and its influence on social development. Furthermore, supervision of officials plays the function of moral guidance. Supervision of officials is the key of social moral system, and the scarcity of official position strengthens the moral demonstration role. The nature of an advanced party makes the cadres’ system an important device to guide social moral. Moral guidance of supervision of officials is realized by improving officials’ moral and “officials’ moral” can guide “people’s moral”. The effect of guidance depends on the degree of systemization of officials’ moral.
