      中国公民利益表达与聚合的民主范式与民主形态产生了突破性发展，一是公民在国家权威主导下“政治安排”被动但直接地参与政治活动，二是公民在契约原则下合群结社“政治嵌入”主动但间接地参与政治活动。当下转型期间，公民利益表达与聚合机制正从“政治安排”为主向着“政治嵌入”的民主政治形态过渡与跃迁，这是当下中国政治文明的重要本土资源与地方性知识。公民合群结社在“政治嵌入”过程中形成的国家与社会之间“正当妥协”范式，有利于重塑公民利益表达与聚合新型机制。

英文摘要:

      There is an unprecedented progress in the democratic models and forms of Chinese citizens’ interest expression and collection. Under the guidance of state authority’s “political arrangement” Chinese citizens take part in the political activities directly yet passively, while through social organizations in accordance with the contract policy they take part in political activities actively yet indirectly. During the transitional period, the mechanism of Chinese citizens’ interest expression and collection is transforming from the “political arrangement” to the “political participation”, which puts more emphasis on political democracy. The models of “compromise on justice” between state and society in the process of establishing organizations are beneficial to rebuild the new mechanism of citizens’ interest expression and collection.
