      负责任研究创新战略是21世纪技术伦理治理的重要战略。这一战略的诞生和发展，与现代技术高速发展及其创新实践的复杂多变紧密相关，与现代技术伦理的文化反思紧密相连。在这一历史嬗变进程中，负责任研究创新战略形成了责任共享、风险共担、公平互利、共治共享等话语要素，建构起负责任研究创新战略的话语成果。以此为基础，负责任研究创新战略着眼于现代技术与市场经济、商业资本、社会权力相交织的现实存在，聚焦于资本逻辑与技术逻辑缠绕下的技术决策难题，以建构主义和技术民主价值观为叙述框架，建立起现代技术伦理治理的新模式，实现了技术伦理研究的实践转向。

英文摘要:

      Responsible research and innovation strategy is an important strategy for technological ethics governance in the 21st century. The birth and development of this strategy are closely related to the rapid development of modern technology and the complexity and change of innovative practices, and closely related to the cultural reflection of modern technology ethics. In the course of this historical evolution, the responsible research and innovation strategy has formed discourse elements such as responsibility sharing, risk sharing, fairness and mutual benefit, co-governance and sharing, and constructed the discourse results of responsible research and innovation. Accordingly, the responsible research and innovation strategy concentrates on the reality existence of modern technology intertwined with market economy, commercial capital, and social power, and focuses on the technical decision-making problems entangled by capital logic and technological logic. Taking constructivism and technological democratic values as the narrative framework, a new model of modern technology ethics governance is established, and the practical turn of technology ethics research is realized as well.
