      历史的发展遵从历史的合目的性与合规律性相统一原则。改革开放以来，个人概念逐渐萌育和发展、“公民意识”的培育与转向、权利意识、参政意识逐渐彰显……这些新变化都对社会的共有理念及其实现提出了挑战。如何克服分散的、独立的、狭隘的个体性非社会化倾向，从中国恢弘、庞杂的意识紊流中抽引出精神现象的因果链条和逻辑序列，寻找出内蕴于历史多样性中的一致性趋向，从而得以以一种历史运动的内在否定性逻辑引导中国社会全体公民以精神的自觉状态去实现建设完美国家的目的，是关乎社会共有理念及其实现的重大命题。

英文摘要:

      The historical development abides by the principle that history is a unity of conformity to end and conformity to law. Since the reform and open to the outside world, the concept of individual, “citizen consciousness”, right consciousness and consciousness of participating in politics in China have gradually developed. These new changes have posed challenges to the common social ideas and their realization. The paper holds that it is a momentous issue to overcome the individual non-socialization tendency which is disperse, independent and parochial, find out the cause-effect chain and logical sequence from turbulent consciousness, and seek the consistent tendency from the historical diversity so as to realize the aim of building a perfect country.
